For the EU27 Member States the growth of innovation is slowing according to the Innovation Union Scoreboard 2011 report from the European Commission. EU leaders for innovation are Sweden, Denmark, Germany, and Finland, global leaders are USA, Japan, and South Korea.
The number of international scientific co-publications, most cited publications, and the training of new PhD graduates look good for the EU, but compared to the global leader the EU scores lower in business innovation indicators such as research and development expenditure, patent applications, export of medium-tech and high-tech products.
